Automatically set weapon to safe when (re-)spawn and join mission

Description

Use the following to set the weapon to safe:

[ACE_player, currentWeapon ACE_player, true] call ace_safemode_fnc_setWeaponSafety

Current weapon only, should be enough to prevent misfires at base.

I guess whatever is easier.

Since newly spawned players won't have a weapon to start with, it has been moved to the "Load ORBAT" function.

So every time someone requests his/her loadout from ORBAT, it will automatically set the (primary) weapon to safe.
