Add button on UNITAB for Logistics Officers so they can spawn resupplies in-game.

Options:

• Source:
  • Database Presets (get presets from DB based on faction)
  • Mod Presets (get default presets from mod)
  • Arsenal (set personal or full ACE arsenal)
  • Empty (just an empty container)
  • Special (add wheels/tracks, set as refeul/rearm/repair container)
• Preset:
  • list of presets based on source
• Container:
  • list of custom containers, will be filtered based on total size of preset

Has the options to manually change the contents of a container (when empty, or to modify a preset).

Spawning the container should happen with a "ghost object" so player can place it anywhere without worrying about the weight (yet). After placement ACE Dragging/Carrying will take over.
