Add 'L' Plate slot functionality

Toggle option, similar to the 'Lock slot' function.

Function stops a user with combat hours in this area from slotting in favour of someone who doesn't

When user is looking at a slot, if the 'L' plate slot is turned on then

• Check if user has combat hours or not in this area, if yes then deny
• Check if user has flags / reprimands, deny if they do
• Make sure user has practice hours in this area, deny if they don't
• Make sure the slot is Tier 1 only, otherwise don't allow someone to make it a L slot using the ORBAT editor
• Limit the number if L slots to 1 per ORBAT (TBC changed later)

Show a message if a L plate slot is active (tooltip) and the user can't take it explaining what the slot is for.

If the slot has not been filled after 24 hours then release it as normal.
