Description

Add a system for each 1IC to be able to put in a request for anyone below them to be promoted.

We can get this to check certain things;

Hours Played
Hours Practised
Reports Good&Bad

This will stream line the process and give a audit trail to it all.

Add a way reject promotions with the reason and then how they can work towards it etc. Which then their 1IC can pass down.
